UK and France Will Dispatch Forces to the Country if a Peace Deal is Agreed

Placeholder Diplomatic Meeting

The UK and France have inked a declaration of intent concerning the positioning of military forces in the nation if a peace deal be made with Russia, the Prime Minister of Britain, Sir Keir Starmer, has declared.

Following talks with Kyiv's partners in Paris, he noted that the allies would "establish operational bases throughout Ukraine and erect protected facilities for weapons and military equipment" to prevent any potential incursion.

The allied nations also put forward that the United States would take the lead in verifying a halt in hostilities.

The Kremlin has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has not yet responded on this latest development.

The Situation and Continuing Conflict

Moscow's leader Vladimir Putin launched a full-scale invasion of Ukraine in early 2022, and Russia presently controls approximately 20% of the country's land.

"This represents an essential component of our vow to be alongside Ukraine for the foreseeable future," stated the British leader.

Top officials and senior officials from the "Coalition of the Willing" participated in the recent discussions.

He stated at a combined announcement, the Prime Minister added: "It paves the way for the juridical structure under which British, French, and partner forces could operate on Ukraine's territory, protecting Ukraine's skies and seas, and rebuilding Ukraine's defense capabilities for the future."

The British leader also stated that Britain would be involved in any Washington-directed monitoring of a potential truce.

Security Guarantees and Negotiation Stances

Senior American diplomat Steve Witkoff remarked that "long-term security guarantees and substantial prosperity commitments are essential to a enduring ceasefire" in Ukraine – referring to a key condition made by the Ukrainian government.

The negotiator said the coalition had "substantially agreed on" their work on finalizing such assurances "in order that the citizens of Ukraine know that when this war ends, it ends permanently."

Jared Kushner, US President Donald Trump's special envoy, also was involved in the talks.

Meanwhile, French President Emmanuel Macron said that Ukraine's supporters had made "major advances" at the meeting.

He said that "robust" safety pledges for Ukraine had been settled upon in the instance of a possible ceasefire.

Ukrainian President Volodymyr Zelensky said that a "significant advance" had been made in the negotiations, but qualified that he would only consider efforts to be "adequate" if they led to the cessation of the war.

Earlier, he suggested a peace agreement was "mostly finalized". Settling the last 10% would "decide the fate of the peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Land and security guarantees have been at the forefront of unresolved issues for diplomats.
  • Putin has repeatedly warned that Ukraine's forces must pull back from the entirety of Ukraine's eastern Donbas region or Russia will take control, refusing any compromise over how to finish the war.
  • The Ukrainian President has thus far ruled out giving up any territory, but has proposed that Ukraine could withdraw its forces to an mutually accepted point – but only if Russia reciprocates.

Russian forces currently holds approximately 75% of the Donetsk oblast and some 99% of the neighbouring Luhansk. The two regions form the industrial region of Donbas.

The earlier US-led comprehensive peace plan that was extensively reported to the media last year was viewed by Ukraine and its EU supporters as being disproportionately favorable in Moscow's favor.

This triggered a period of high-level diplomacy – with Ukraine, the US and European leaders trying to amend the draft.

The previous month, Kyiv sent the US an revised 20-point plan – as well as additional documents outlining prospective security guarantees and provisions for Ukraine's rebuilding, he stated.
