Understanding the Legislative Council in Hong Kong: A Quick Overview.

Hong Kong's LegCo operates as a mini parliament with the power to enact and revise laws for the region. Yet, polls for this assembly have seen a sharp reduction in substantive competing voices against a backdrop of sweeping systemic changes in the last decade.

Subsequent to the 1997 handover, a framework of "one nation, two systems" was put in place, guaranteeing that Hong Kong would retain a degree of self-governance. Over time, observers note that these freedoms have been systematically curtailed.

Major Developments and Shifts

During 2014, a bill was introduced that was designed to allow residents to choose the head of government. Notably, any such election was restricted to contenders vetted by the mainland government.

In 2019 experienced widespread unrest, including an event where demonstrators breached the legislative complex to voice opposition against a contentious extradition bill.

The Consequence of the National Security Law

Enacted in June 2020, the National Security Law granted new legal tools to the mainland over Hong Kong's governance. Activities such as subversion were criminalized. Following this law, all significant democratic party dissolved.

The Present Election Framework

The council polls are regarded as Hong Kong's main political process. Nevertheless, laws introduced in recent years now guarantee that only individuals deemed loyal are able to stand for election.

  • Membership Structure: Currently, only 20 out of 90 seats are filled by public ballot.
  • The Majority: The balance are appointed by a pro-establishment committee.
  • New Rules: Additionally suggested rules would require legislators to "sincerely support" Beijing's jurisdiction.

Voter Behavior

Amid other avenues for dissent now criminalized, voter abstention has been seen as one of the limited legal ways for residents to express dissent. As a result unprecedentedly low participation rates in the latest LegCo polls.
